City Hall is located in the Spring Hill Civic Center at 401 N. Madison, one half block West of Webster and Lawrence Streets. The building is the former elementary school and City Hall is positioned in the north end of the building. |

Municipal Court

If you have never had a continuance, you may call the Court Clerk at (913) 592-3664 and request a continuance. You will be given the next available Court date. If you have previously failed to appear for a scheduled Court date or have been granted a continuance, you must attend your currently scheduled Court date. |

It is your choice to have an attorney. If the City prosecutor is seeking jail time and you cannot afford an attorney, the Judge may appoint the public defender to represent you. |
|
|
Defendants are seated in the court room. The Judge will call cases on the arraignment docket in alphabetical order. The Judge reads the charges and asks the defendant for a plea. If a person pleas guilty, the judge will compete the sentencing. Upon hearing the charges and potential penalties a defendant may request a continuance for time to consult an attorney or gather needed paperwork. When a fine amount is owed, the defendant will then proceed to the Court Clerk for payment options. If a defendant pleas “not guilty” the judge will set the case for trial and give the defendant the opportunity to discuss the case with the City prosecutor. The prosecutor will read names from the plea docket alphabetically. The prosecutor has the authority to dismiss a case, seek penalties for guilty judgments, request jail time, amend charges and approve diversion plans. Payment is expected after the judgment has been made. However, defendants may request additional time to pay their fines. The Judge or prosecutor may approve a payment plan or grant the defendant a new court date. Partial payments are only accepted if the defendant has been approved for a payment plan. At the conclusion of the arraignment and plea dockets, the prosecutor will call the time to pay docket. This docket is comprised of all defendants who have previously pled on their case but have not paid their fines in total. |

Utilities

Due to the recession and a dramatic decline in system development fees for 2008 and 2009, the fund’s only stable source of revenue is user fees. The current sewer rates do not generate enough cash each month to cover operating expenses and annual debt payments. The adjustment increases customers' monthly sewer charge by 25% and adds a $9.00 service charge. The increase is applied only to the sewer portion of the bill and not the entire amount due each month. A. Sewer consumption is refigured every year, based on the average amount of water you use in January, February and March. The new average goes into effect on the April bill and will not change until the following year. If you are a new customer or have had a leak during the re-averaging period, we bill you for the median consumption. If you are set up at this median (4,900 gallons for example), but don't use 4,900 gallons of water each month, then it is possible for you monthly sewer charge to be higher than you monthly water charge. |

Consumption reflects how many galons you have used and are being charged for. For example, if your bill reflects a sewer consumption of 49, then you are being billed for 4,900 gallons. If your bill reflects a water consumption of 50, then you are being billed for 5,000 gallons of water. |
